Description & Analysis

By 1924, the shortcomings of Hermon A. MacNeil's original Standing Liberty design were glaringly obvious in the eyes of Mint authorities. For several years, citizens had been returning countless Standing Liberty quarters with illegible dates while their Seated Liberty and Barber counterparts remained in circulation. Even though Charles E. Barber's modifications in mid-1917 served to still public criticism of Liberty's exposed breast, he had done little to improve the durability of the date. What's more, the Chief Engraver's refinements actually worsened the overall striking quality--a fact that modern numismatists can see by checking the availability of Full Head Type Two representatives. Since replacing the design entirely would have required an Act of Congress, Mint authorities simply decided to modify the existing hubs. Recessed within Liberty's pedestal, the date remained well protected from the rigors of circulation on all Type Three quarters dated 1925 through 1930.

The last year of the Type Two design, 1924 also witnessed one of the worst produced issues of the entire series. Better than 97% of the 3,112,000 quarters that emerged from the presses of the Denver Mint this year display poorly delineated features. Furthermore, the obverse die cracked early in production with the result that most Mint State survivors are missing the top portion of the date.
