The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
The 1900-O was considered to be a common date in the 1950s, and that was before thousands more coins emerged from Treasury Department vaults in the 1962-1964 era. Perhaps not surprisingly, most Mint State survivors in today's hobby are noticeably abraded with surface preservation that does not warrant more than an MS62 designation. Many 1900-O Dollars were obviously 'beat up' when they were shipped north from the New Orleans Mint for permanent storage.
