Description & Analysis

The silver dollar coined in 1998 to honor Robert Fitzgerald Kennedy was the first commemorative issue to fall under Congress’ new rule that only two such programs be approved for each calendar year. Perhaps this was why this coin, authorized in 1994, was not minted until four years later. It recognizes Kennedy’s achievements as attorney general of the United States 1961-64 and as a U. S. senator from New York 1965-68. Surcharges included within the sales price of each coin were applied to the Robert F. Kennedy Memorial toward enhancing its endowment.

Kennedy’s first public acclaim was with the Justice Department, as he vigorously pursued organized crime figures at a time when the FBI was still denying there was such a thing as the Mafia. When Robert’s older brother John became president of the United States in 1961, he named “Bobby” as his attorney general, a role for which the aggressive younger Kennedy was well suited. The assassination of JFK in 1963 prompted Bobby to resign a few months later and run for the U. S. Senate. While serving in this capacity, he was poised to win the Democratic Party’s nomination for its presidential candidate when an assassin ended his life in 1968.

Both sides of this silver dollar were designed and sculpted by Thomas D. Rogers, Sr. of the U. S. Mint. The obverse features a facing portrait of Kennedy with the artist’s initials beneath it. Above the bust is the inscription “ROBERT F. KENNEDY,” with the date of coining at right. The usual statutory mottoes are used to balance these elements.

The reverse features the seal of the U. S. Senate superimposed over that of the U. S. Justice Department, the two services in which Kennedy distinguished himself. The word “JUSTICE” is placed above that department’s shield, while the initials of sculptor Rogers appear beneath the shield. Both editions of this silver dollar were coined at San Francisco, and its mintmark is to the right of the Senate shield. Statutory legends round out the reverse.

Congress, always optimistic, authorized the minting of up to 500,000 pieces for this program. Issued before the market for modern coins took off, the Kennedy Silver Dollar was poised to be just another run of the mill entry with mediocre sales. In a brilliant marketing move, however, the Mint made a special offering of this coin which was accompanied by a unique edition of the John F. Kennedy Half Dollar. This 1998-S half dollar was of the same composition as coins found in the silver proof set of that year, but its matte finish made it a must-have item for Kennedy Half Dollar collectors. This boosted sales of the uncirculated Robert F. Kennedy Silver Dollar above those of the proof edition, a situation without comparison before or since in the modern commemorative series.
