The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
The 1864 is another scarce Civil War issue, though not nearly as rare as the 1862 and the 1863. It is considerably easier to locate in About Uncirculated grades. The 1864 does not really become scarce until the AU55 range. It is very scarce in AU58 and extremely rare in Mint State with just six to eight pieces known.
