The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
A noted condition rarity, the 1888 is scarce but available in lower Uncirculated grades, but is a truly rare coin in Choice Uncirculated condition. Few numismatists of the day could afford to set one aside, and the coins either went directly into circulation, or became scuffy from contact with their peers in bags.
