The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
Although not quite as rare as the 1864 and 1865, the 1866 (7,100 business strikes produced) is anything but common in an absolute sense. Probably no more than 150 pieces were set aside and did not enter circulation. Judging by current population reports, the majority of Mint State survivors are clustered at the MS63-64 grade levels, which is what one would expect.
