The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
This was the year of the lowest Proof mintage in the entire series with one exception: 1915. Just 545 Proof half dollars were produced in 1908, and few survivors are available in the highest grades. In his Complete Encyclopedia, Walter Breen discussed a new coinage hub that was first introduced in 1908. The primary diagnostic is that the tops of WE are joined. No examples have been seen from the old hub, according to Breen.
