The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
Greer's Complete Guide to Liberty Seated Dimes writes ?this date for many years was viewed as the key collectible issue within the series, perhaps due to association with the illustrious and unique 1873-CC No Arrows dime--the last coin that Louis E. Eliasberg, Sr. needed to complete his collection of U.S. coins. In more recent years, however, the 1874-CC has gained recognition as the 'overall key' to the series of regular issues.
