The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
This low mintage issue is fascinating for two reasons. First, the 1883 is more difficult to locate than the 1880 despite similar mintages. Second, this date, unlike most post-1878 three dollar deliveries, is not well represented at the Mint State level. While we do not know the reasons behind either of these facts, it seems likely that a certain percentage of 1883 three dollar gold pieces circulated at the time of production.
