The NGC Universal ID is a four digit alphanumeric that groups coins based on a unique combination of date, mintmark, denomination and striking process (MS, PF, or SP). These IDs are a simple organization of all coins prior to variety attribution and grading.
The 1938 remains an overlooked and underappreciated issue in the 1934-1947 series. It is by far the scarcest P-mint in that series and it is comparable in rarity to several mintmarked issues. The problem is the 1938 lives in the shadow of the much lower mintage 1938-D.
